Add PhaseRelease as a versioned estimator block that expands one shared phase boundary into ordinary per-task Release constraints. Generalize declarative constraint compilation to accept multi-constraint blocks and give each emitted constraint a stable attributed name. Document the group authoring form, regenerate the 18-block metadata artifact, and cover schema rejection, MiniZinc emission, config compilation, attribution, and scheduling behavior.
