docs: drop the stale PLACEHOLDER claim about the frontpage master

web/src/ has no PLACEHOLDER-* strings left; the frontpage copy is a human's. The only one still in web/ is sequoia.json's publicationUri, which web/scripts/publish.sh guards and TODO.md already tracks.
