docs: fix stale popup bundle size in TODO.md master

The oauth-chunk-size TODO compared the 843 kB oauth chunk against a 34 kB popup. A current build measures the popup at ~52 kB (an actor-typeahead dependency was wired into the sign-in form after this note was written); the oauth figure itself still holds.
