fix(didbot-data): refuse a non-minimal varint in a cid master

Multiformats requires an unsigned varint to be encoded minimally, and a `Cid` keeps the bytes it read, so a version written `81 00` rather than `01` was a second `Cid` — unequal, and printing to a different string — for one digest.
