fix(didbot-data)!: refuse a simple value below 32 in the one-byte form master

`f8 14` decoded as `false` and re-encoded as `f4`, so a peer could hand this server two spellings of one block and get two CIDs for it. Major type 7's one-byte form carries the extended simple range only; floats are now routed by argument width instead of by value, which also stops a simple value in that range being reported as a float.
