checker: drop the Cloud Tasks cron path master

Cron checks now go through Pub/Sub only: CHECKER_TRANSPORT, the Cloud Tasks client and createCronTask go. @google-cloud/tasks stays for monitor.ts. apps/web's /api/checker/cron routes were a stale copy of the publisher that no scheduler called; they go with the web app's Cloud Tasks dependency and its unused GCP_* env.
