workflows: publish checker tasks to Pub/Sub behind CHECKER_TRANSPORT (#2964) master

CHECKER_TRANSPORT=pubsub publishes each check to checker-<region> (or checker-<region>-30s), both 30s halves at once, with jobType, periodicity, monitorId and region attributes. The default stays cloudtasks. The payload builder moves to checker-payload.ts so both transports send the same body. checker-regions.json mirrors the terraform topic list, and a test fails when packages/regions gains an active region it lacks. @google-cloud/pubsub joins the side-car externals. A scoped override moves its semantic-conventions pin to the catalog's 1.43.0 so the side-car ships one copy. Co-authored-by: Claude Opus 5.5 <noreply@anthropic.com>
