Fix notification re-queuing loop: mark SKIP items as sent immediately master

SKIP-priority notifications (comind agents) were never added to sent_uris, so they re-queued every cron cycle. The cyberelf "it's the weed" joke was analyzed 10+ times in 5 hours.
