Move the per-workstream verbs from the top level to `silverwood workstream <ID> <verb>`, making them siblings of the existing `basic checkout` kind op. `run_workstream` now runs the kind-agnostic verbs directly and guards the kind check to only the `basic` arm. The CLI integration tests (cli.rs, e2e.rs) are updated to the new argv paths.
