release: v0.2.0-alpha.1 (zig 0.17) master

Requires zig 0.17; built and tested against 0.17.0-dev.2384+ac77c23af, the last master build before the 0.17.0 tag. 0.16 users stay on v0.1.x. Also corrects the manifest version, which read 0.1.12 at the v0.1.13 tag.
