clean up stale Evented-era comments across codebase master

now that Backend is Io.Threaded, remove references to cross-Io constraints, Evented fiber context requirements, and Uring thread warnings that no longer apply. the historical context is preserved in docs/evented-attempt.md and docs/notes.md. no behavioral changes — comments only.
