metrics: events_rearmed help text no longer attributes the 2026-08-18 incident master

forensics retired the destructive-delivery drop as the incident cause (park-site accounting balanced, futex_waiters zero, counter never ticked); the leading explanation is mass half-open TCP with no liveness mechanism. the counter stays: nonzero still means the real defect fired.
