build: bump zat to v0.4.4, build for ARMv6 in CI master

zat v0.4.4 drops its 64-bit atomics and 64-bit-only size asserts, so the arm-linux-musleabihf/arm1176jzf_s build is clean end to end. add it to ci.yml so 32-bit support cannot regress silently. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
