cbor: strict Cid parse/format + canonical varints + honest create master

- Cid.fromBytes/fromString: validate the atproto-blessed profile (CIDv1, dag-cbor/raw, SHA-256/32-byte digest, minimal varints, no trailing bytes) - Cid.toString: single-allocation multibase b+base32lower - Cid.create: reject hash codes it does not compute (was writing the given code over a SHA-256 digest) - readUvarintMinimal: reject overlong varints, cap at 9 bytes - base32lower.encodeInto: 5-byte chunked encoder (~2.6x faster toString) - mst.parseCidString delegates to the strict parser; zat.Cid root export Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
