audit: the deploy path now calls the admission gate master

deploy.sh refuses any digest admit verify does not admit, proven against the e1926f3 digest that failed the July experiment. The row stays partial until a receipt is actually published on a promotion commit. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
