oracle: reap on expected-exit timeout so a hung case cannot leak a port squatter master

the f0f84f1 gate's enospc case hung, TimeoutExpired propagated without a kill, and the leaked process squatted :6099 via SO_REUSEPORT — the kernel then round-robined later runs' requests into its 503s, failing the 027b6b9 gate and a false a2652c4 baseline until the squatter was found (heavypad pid 2640518) and killed. all four expected-exit waits now kill and reap before raising.
