environment contract: record the PDS-direct backfill flags as knowingly unported master

d4dd2f0 introduces four fleet-bootstrap variables for a feature stream has not ported (bootstrap remains relay-getRepo). declaring the flags without the behavior would mislead operators, so the contract asserts them ABSENT and the list must shrink when the feature lands.
