docs: the gate moved to heavypad; say so, and say why not to run it locally master

deploy/README.md still told you to run the gate on your workstation, which is now precisely the path that bypasses the concurrency limit. Both docs now name the cross-repo dependency (my-prefect-server's stream-admission deployment on Prefect's home-pool), the single entry point, and why. Also strikes the consumer-bounce workaround: fca6cc7 fixed the seam wedge and the 22bf62c cutover confirmed no bounce was needed. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
