zig 0.17: port to the 0.17.0 release master

- pin zat v0.6.0-alpha.2 and websocket v0.2.0-alpha.2 - addPassthruArgs; `**` becomes @splat, and the zstd test checks each repeated record instead of a repeated literal - fn reflection reads param_types - CI installs zig 0.17.0 (sha256 from ziglang.org's index) 73/73 tests on 0.17.0, matching 0.16.
