chore(e2e): remove stale test/a11y + CI spike; e2e.yml main-only; docs master

Delete the stale broken test/a11y suite and the throwaway browser spike (test/e2e-spike + a11y-spike.yml), point CLAUDE.md at test/e2e, and restrict the e2e workflow trigger back to main + PRs now that CI is validated. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
