refactor(api): convert dropped-frame buffer to ring layout and fix stale JSDoc master

Replace the push/shift pair in `GameLoop.detectFrameDrop()` with a fixed size ring buffer. Each rAF callback now does a single indexed write instead of a worst-case 60-element shift, and the buffer is allocated once at construction rather than reshaping each frame. Update the `IBlitTechDemo.detectDroppedFrames` JSDoc which still claimed the warning was coalesced (`BTAPI` no longer batches) and that the threshold was 1.5 / `targetFPS`, when it is now 1.5x an auto-calibrated baseline, the shortest rAF delta in the rolling window. Tests update `primeBaseline` to write into the ring buffer and to assert `deltaCount` / `deltaHead` instead of `recentDeltas.length`, since the buffer is now fixed size.
