ci: remove tier-2 GPU perf tests, rename perf-tier-1 label to perf master

Tier-2 GPU perf tests ran on standard GitHub-hosted Linux runners with no real GPU hardware, consistently timing out and burning CI credits for unreliable results. Remove the entire tier-2 infrastructure. Also renames the perf-tier-1 PR label to perf (already done on GitHub) and documents that pnpm test:visual is the primary tool for verifying rendering correctness via PNG snapshots.
