harden host toolchain discovery for NetBSD builds master

The fuzzy find fallback matched any executable ending in the tool name, so git's "scalar" binary became HOST_AR and every archive step died with "usage: scalar ..." (exit 129). Match only exact or cross-prefixed names (which also covers binutils' /usr/pkg/x86_64--netbsd/bin layout), and only symlink candidates that pass a --version probe so unrunnable binaries never poison the build. Export LD_LIBRARY_PATH before probing so pkgsrc binaries can load their libraries.
