submodules: use HTTPS URLs so Nix can fetch them on CI master

inputs.self.submodules = true makes Nix fetch the deno/rmpc submodules itself from the URLs in .gitmodules. They were SSH (git@github.com:), which fails on CI runners with no SSH key ("Permission denied (publickey)"), even though actions/checkout had already placed them on disk. Switch to https:// so Nix clones the public repos without auth; `nix flake show` and the flake builds now resolve submodules on CI.
