fix(macos-intel-ci): build S3 admin UI before rockbox-server master

rust-embed in crates/s3/src/admin.rs reads crates/s3/s3webui/dist/ at compile time. The previous step order built rockboxd (which links rockbox-server) before the admin UI, so the embedded dist/ was empty and the shipped binary had no admin UI. Reorder to match every other workflow, and add a workflow_dispatch trigger with an optional tag input so the artifact can be labelled per release.
