feat(home/jujutsu): add fetch aliases, fix aiDescribe scoping master

- Add f/fetch aliases and move rbm here from the toyvo user module - Qualify provider/model/prompt as cfg.aiDescribe.* after cfg was broadened to config.programs.jujutsu; unqualified attrs failed eval
