Downgrade/demolish votes are back for now, but only if you're neither the station owner nor the alliance leader. Repair votes remain gone. Build/upgrade votes are gone. In their place, modules will take 1 second per level to build, minimum of 15 seconds. This alone should reduce another vast amount of voting spam.
