On mobile, the menu and search controls collapse behind a button to save space. Unfortunately, since those buttons don't have accessibility labels, the deaf and blind can't use them effectively via a screen reader. As a transitive impact, search engines like Google penalize Chirpy sites for this accessibility oversight. This commit adds appropriate accessibility labels to rectify the problem.
