knot2/knot-server: add cors to the base router master

Uses the same CORS setup as tranquil-pds. Added to base router to ensure stuff like 404s get the CORS treatment too, so a tool like debug.hose.cam gets a slightly better error message from the missing `com.atproto.sync.listRepos`. Should also mean you can resolve `/.well-known/did.json` from the browser etc. Signed-off-by: Johanna Larsson <johanna.a.m.larsson@gmail.com>
