Drop the monospace face master

The data columns had IBM Plex Mono for the look of it, but the alignment they actually need was never coming from it: Noto Sans and Noto Serif set their figures on a fixed width already, and the `tabular` class has been a no-op all along because noLayoutClosure strips the OpenType features it would switch on. So `--font-mono` follows the interface face instead, which also puts the numbers in step with the language and the typeface switch, and fixes two places where a Han character sat inside a monospace stack that had no Han in it -- the 字 in "8,446 字" and the 旧 label -- and was falling through to whatever the browser had left.
