Keep stream rendition config on the node; OBS encodes it master

Desktop's configuration is atproto records that stay on the node: place.stream.local.{put,list,delete}Record, shaped like com.atproto.repo.*, keep a signed-in author's records of the collections the node knows (localdb's local_records), ready to move to spaces later. The first two are place.stream.ingest.videoRendition and audioRendition. The OBS plugin's configuration request now gets encoder_configurations from the streamer's video renditions (one video track for now) and audio_configurations from their audio codecs, for the full mix and any stems. Entries name a codec instead of an OBS encoder type: the plugin uses OBS's own streaming encoder when it is that codec, under the node's bitrate, 1s keyframes and no B-frames, else the first encoder of the codec. Desktop no longer passes an Ethereum address as the node's only allowed streamer, which turned away the signed-in user's own stream keys.
