A peer's catalog is unsigned and each track it lists gets a reader that buffers a whole group before verifying it, so one stream could list any number of tracks. --moq-max-tracks (default 32) drops a broadcast whose catalog lists more, and the group cap is now --moq-max-group-mb (default 16 MiB, down from 64).
