Push streams to --peers over MoQ; lease the stream's jobs master

A node that cannot be reached (beside a streamer's encoder, behind NAT) pushes its live streams to the nodes in --peers over moq-lite: it dials with the publisher Role, announces the streams it is ingesting, and the peer subscribes to them and validates them like a pull. A peer is named by its https:// origin and asked for its current MoQ URL through place.stream.broadcast.getBroadcaster (new moqURL field), since a self-signed MoQ certificate rotates. The MoQ listener, bus publisher and both directions of transfer now live in the websocketrep replicator. Recording, multistream targets and transcoding become leases in the station's statedb: every node carrying a stream contends for the jobs it is equipped to do, renews every 2s, and a dead holder's job moves to another node once the 6s TTL lapses (at once on a clean exit). The web e2e harness starts a third node the first pushes to, and push.spec.ts plays the stream from it.
