fix: support all ATProto lexicon datetime formats in aqtime master

FromString now uses time.Parse with RFC3339Nano as the primary parser, falling back to regex only for the file-safe variant. Adds rejection of -00:00 offsets and datetimes that normalize to negative years. Tests cover all valid and invalid examples from the ATProto spec.
