feat(create_report): RealCreateReportTee wrapping reqwest master

Implements RealCreateReportTee struct and CreateReportTee trait impl. Constructs the POST URL with the xrpc path, serializes the body as JSON, handles Authorization header for authenticated requests, and captures status, content-type, and raw body.
