[owl] Add browsable static-site generator (experimental/owl) master

owl renders a code checkout into browsable static pages, one per source file, with two views: raw source and a rendered view where multi-line comment runs become markdown prose boxes (and .md files render fully). Both views render source through one highlighter with per-file line numbers — file-absolute in the rendered view, so code blocks stay correctly numbered across lifted comment runs. Two components composed by the flake: - owl-filter: a Rust/globset pre-filter applying owl.fileset.txt (gitignore-like, with !negation and @import) so excluded paths (e.g. secrets/) never reach render. - owl-web: an Astro/Shiki renderer. A file's render kind (binary/markdown/code/ plain) is deduced once, and comment detection sits behind one function so tree-sitter can replace it later. Pre-filtered file bodies live in .owl-tree/ (outside srcDir) so they are read as data, not scanned as source modules. nix build .#site renders the whole monorepo via the everything git+file input.
