add doc comment hover provider and Monaspace font styling master

- Doc comment hover: wraps clangd's hover provider to show /// doc comments with declaration signatures for C/C++ symbols. Checks both declaration and definition locations. Renders API_CALLABLE as EVT-style Call() signatures with @param/@evtout tags. - Monaspace fonts: per-comment-type font styling (Xenon for ///, Radon for other comments, Neon for code). - Add yarn debug script for remote debugging on port 9222.
