kuribo: bind tranquil-pds to 127.0.0.1 master

Tranquil PDS defaults to [::1] (IPv6 loopback only), but Caddy's reverse_proxy and the on-demand TLS helper both connect over IPv4 127.0.0.1, so the PDS was unreachable and TLS issuance failed.
