[ADD] repo: the license and the file rules master

The program links the "niri-ipc" crate, which carries the GPL-3.0-or-later license. That license is a copyleft license, and a work that links the crate keeps the same license. The repository therefore holds the full text of the GNU General Public License version 3. The ignore file excludes the directories that a build writes: "target" for Cargo, "dist" for the packaged programs, and ".cargo" for a local cache of the packages. The format file sets the edition and the indent for rustfmt. Rustfmt falls back to a file in the home directory of the user when a project gives none, so a file in the project holds one style for every copy of the repository.
