[nvim] Restore blink.cmp LSP capabilities and YAML schema store master

The kickstart vim.pack rewrite (upstream #2005) dropped the `get_lsp_capabilities()` broadcast that the lazy.nvim-era config applied to every server, so `snippetSupport` and `resolveSupport` were never advertised: LSP snippets arrived as plain text instead of expanding through LuaSnip, and the auto-import metadata was missing. - Set `vim.lsp.config('*', ...)` after blink.cmp's setup, since vim.pack only puts blink on 'runtimepath' at its own `vim.pack.add` call in the snippets section. Ordering against `vim.lsp.enable()` is safe because writing a config invalidates resolved configs, which are recomputed per buffer. - Re-enable the YAML schema store so Kubernetes manifests, Helm charts and GitHub Actions files validate again; the Red Hat telemetry opt-out stays. - Add a TODO to merge the two `LspAttach` handlers.
