Fix undefined beacon variable in vouch.js cap vouch record (ship-blocker). Enrich all empty-state messages with contextual guidance and next steps. Replace "user" with "operator" in all agent-facing console output. Only show skim hint/separator when there are actual results. Add not-found hints with follow/explore guidance in vet, remix, vouch, learn. Implements cpo/specs/in-flight/vit-cli-surface-polish.md — all 15 acceptance criteria passing.
