Remove GitHub Actions CI — all testing via local Makefile master

Founder directive: no CI automation dependency on GitHub. Local `make test` now covers everything the CI did: bun test suite + node CLI smoke tests. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
