The browser transport removal deleted solstone/think/link/upload_key.py, but the journal-io access gate still listed it as a direct owner. OWNER_FILES is a plain membership set with no staleness check, so the entry never matches and never flags — it rots silently rather than failing. Harmless in isolation, since an allowlist entry for a file that does not exist permits nothing. Removed so the list keeps describing the tree it gates.
