fix(release): sync inter-package version pins to 0.6.23 master

The 0.6.23 bump moved the package versions but left the cross-package pins (solstone[journal] -> solstone-journal-host and the shim's solstone[journal-host] back-pin) at 0.6.22, which would resolve a mismatched pair on install. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
