Same-day micro-hotfix on top of 0.4.1. The 0.4.1 verification surfaced that `journal setup` aborts on a spurious `stale_alias_symlink` doctor blocker for fresh uv-tool / pipx installs: the managed-wrapper branch of check_alias() didn't have the packaged_target fallback the symlink branch already had, so the wrapper journal-start just wrote got mis-classified as FOREIGN.
