Add a write flag to provider run_cogitate() command construction so write-enabled agents lift the default tool restrictions while read-only agents keep the existing behavior. Add a sol call handoff command for fire-and-forget agent dispatch through Cortex using stdin prompts. Add muse/coder.md as a new write-enabled developer agent with inlined development guidelines. Update the Codex rules justification for sol call commands. Add unit tests covering provider write mode, handoff behavior, and the new agent plumbing.
