test: update classifier caller and stats baseline for endpoint-budget contract master

Full make ci surfaced two mechanical consequences of the endpoint-budget contract change: update the _classify_byo_generate_error test caller in test_describe_capacity_retry.py for its new (exc, endpoint) signature, and refresh the stats API baseline to reflect the segment_summary talent's new max_output_tokens: 1024.
