feat(local): deferred processing-mode engine + time-window drain gate master
- Add processing config (mode realtime|deferred + gate.time_window/display_powersave) with per-field default-at-read, loud validation, deferred+both-disabled accepted; default-at-read so journals predating the section get DEFAULT_PROCESSING. - Deferred mode holds ALL downstream analysis behind a continuously-evaluated drain gate while raw capture stays real-time and is never dropped: the observer sensor suppresses live describe/transcribe/extract dispatch (still emits observe.observed + touches stream.updated, so the day is catchup-eligible), and the supervisor skips per-segment think + live flush. - A ~60s gate tick rides the existing run_catchup_drain() -> `journal think --day` path (whose sense-repair pre-phase senses the never-sensed raw segments, then cogitates), inheriting per-day backoff/MAX_UPDATED_CATCHUP/spend-cap with zero new analysis or spend-cap code. - Drain gate is OR-composed over enabled+available conditions; time_window implemented (local, [start, end), midnight-wrap); display_powersave is a present-but-inert forward seam. - Health readout: "N segments captured, awaiting analysis" bound to read_segment_backlog().not_sensed + not_thought (captured-but-unsensed is the signal that grows under deferral); "last drained" from chronicle/*/health/daily.updated (completion, not submit); honest no_active_condition degraded state distinct from waiting_for_window. - sol call settings processing show|set + effective GET /api/processing + nested processing write through the existing config route.
