feat(sol_initiated): add lode-2 contract constants + state helper master
Add SURFACE_CONVEY and SOL_PINGED_OFFLINE_TOOLTIP constants in copy.py, mirror them in a new browser constants module, and extract the latest-unresolved sol_chat_request scan into a shared read helper used by the chat-bar context and /app/chat page-load.
