test(network): add pl_revoked triggering tests for pair-start and unpair master

Back the app-local pl_revoked route-reason annotation on pair_start and unpair with direct triggering route tests asserting 403 + reason_code. api_status was already covered, so this completes Jer's annotation-test rule. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
